Early Matters Dallas operates using the collective impact model, using data to align and catalyze action. 

The EMD Advisory Council focuses on the enablers needed to move the work forward across key strategies and working groups. These enablers include funding, data infrastructure, policy, and business leadership support. 

EMD Strategy Leads inform the Advisory Council on the goals, strategies, and progress of each working group.

Working Groups, led by the Strategy Leads, meet regularly to discuss progress and advance the work in each area.

The Alignment Council consists of individuals and organizations whose work aligns with, informs, or progresses the goals of the working groups and EMD at-large.
